Reason for the nomination: Significant doubt on the public domain status of photos produced by the Syrian govt was raised by me and others at Commons:Village_pump/Copyright#Syrian_Govt_Photos. I believe the conclusion reached at a previous discussion (Commons:Deletion requests/File:Ahmed al-Sharaa and Mazloum Abdi.jpg) is wrong, because I believe photographs do not fall under the category of "official document" or "daily news". The relevant law only gives examples of legal literature and "daily news" only includes basic facts of current events, not photographic works.
